As water droplets fall to the Earth, the water droplets become exposed to cold air. The water droplets freeze and continue to fall, but are thrown back higher into the atmosphere by strong updrafts. The ice continues to collect additional layers of ice, until the ice is to heavy for the wind to toss back up.
