Congress passed Title VI creating a Bureau of Education for the Handicapped. Before now, most exceptional children were institutionalized.

PARQ v. Pennsylvania (provided free and public education to metally challenged students in Pennsylvania)&Mills v. D.C. Board of Education(7 mentally handicapped students were denied a free and public education because of their dissabilities. Court declared that they WERE entitled to a free and public education)

Section 504 of the Rehabilitation Act of 1973 is enacted.( Protects from disability discrimination)

The Family Educational Rights and Privacy Act was enacted.

The Education for all Handicapped Children Act.(Now known as IDEA)
