boats float when bouyancy and is geater than the force of gravity. A block of steel will sink but when it is made into a bowl shape the volume increases wih the same amount of weight.
Boats float when the boat weighs less than the amount of water it displaces.

If steel if heavier than water, then how does a boat made of steel float?

Boats can be made out of anything!
Buoyant force keeps the boat floating, it is an upward force.
As water depth increases, more water is on top of you, making more presure. That is why when you take a dive in the pool your ears might pop.
One pascal is the SI unit of pressure.
