Why it Was Needed and What it Really Means

When the colonists were under the King's rule, they were forced to house British troops. Because they had to quarter the troops, this meant they had to provide them with food, along with shelter. When the Founding Fathers, were writing the Bill of Rights, they wanted to protect their citizens from this in the future.

The Third Amendment, in simpler terms, is stating, that no matter the emergency, unless the army has permission from the house owner, no soldier may be housed with a common citizen.
